Permanent Resident Parking Spaces

Within the Controlled Parking System (CPS) area (Zones A, B, and C), designated permanent resident parking spaces are marked with blue road markings and a vertical sign stating «P - Permanent Residents». 

Residents living within the CPS area are entitled to park in these designated blue-marked spaces within the zone of their residence. To secure this right, they must submit an online application along with the required documents to obtain a Permanent Resident Parking Permit.  

The permit applies exclusively to permanent residents of the CPS area. A resident of one zone cannot park in another CPS zone. Only one permit is issued per residence.

Each permit is valid until the end of the calendar year, with an annual fee of € 10.00.

Residents who wish to apply for a Permanent Resident Parking Permit can submit their application and required documents fully online via the Novoville platform at the following link:

PERMANENT RESIDENT APPLICATION

The first phase of applications ended March 31, 2025.

The second phase of applications will last until June 30, 2025.

The permit will be valid until December 31, 2025, with the option for renewal. If an applicant cannot submit the request electronically, physical copies of the required documents can be submitted at the Permanent Resident Service Office, located on the 1st floor of the Department of Urban Planning (Building Services), Municipality of Volos, 81 Mikrasiaton Street, Spierer Building, during working hours.

Required Documents for Permanent Resident Parking Permit

To obtain a Permanent Resident Parking Permit, the following documents must be provided:

* Latest E1 tax form (Tables 1 & 5), showing proof of primary residence (owner-occupied, rented, or hosted). All financial information should be redacted.  

* E9 tax form (Table 1) confirming primary residence ownership, or an active rental contract (printed from TAXISNET). If the applicant is hosted, additional E1 and E9 forms of the host must be provided.

  If the property is granted free of charge, additional submission of E1, E2, and E9 forms of the property owner is required..  

* Valid National ID or Passport.  
* Private vehicle registration certificate (E.I.X.).  
If the vehicle registration is under a different name, the applicant must own at least 20% of the vehicle.

* Valid driver’s license (Greek, EU, or international).  
* Recent electricity bill proving residential usage.  
* Legally certified declaration (via gov.gr, KEP, etc.), stating:

The submitted information in the application for the Permanent Resident Parking Permit of the Municipality is true and accurate.
The documents provided are digitized copies of the originals.
The residence for which I am applying for a Permanent Resident Parking Permit does not have a private parking space.

* Permanent Resident Parking Permit Application Form (issued by the service).  
* The permit is valid for one year. 

Resident Notification of Permit Approval

Applicants will be notified of their permit approval electronically via email or SMS.

The Municipal Police will conduct digital inspections of parking permits

Additionally, a physical sticker permit will be issued, which must be displayed prominently on the front windshield of the vehicle.

Clarifications & Regulations

*  Only one Permanent Resident Parking Permit will be issued per primary residence (not for business premises) within the CPS boundaries, and it will be valid until 31.12.2025.

*   The issuance cost of the permit is €10.00.

*  The permit is granted only to owners of private passenger vehicles (E.I.X.), provided they do not own a private parking space.

*   Foreign residents are excluded according to the relevant indication in the E1 form of AADE.

*  However, holders of private vehicles with foreign license plates can receive a permanent resident parking permit only if they are tax residents of Greece, as indicated in the E1 form.

*   The vehicle registration certificate and driving license must bear the name of the owner or tenant of the primary residence. If the vehicle is company-owned or leased, follow the instructions below.

*   If the vehicle registration certificate is under a different name than the applicant’s, the applicant must hold at least 20% ownership of the vehicle.

*   A physical sticker/card for the permanent resident parking permit will also be issued, even though Municipal Police inspections are conducted electronically using the license plate number.

*   The service reserves the right to request additional supporting documents if deemed necessary.

*   Applicants will be informed of the approval or rejection of their permit application electronically via email and/or SMS, based on their registered contact details.

*   Any changes in primary residence or vehicle information must be immediately reported to the Service by submitting an update request.

*   In case of false supporting documents or misleading declarations, legal penalties will apply in accordance with current legislation, and the permit will be automatically revoked.

*   The Service reserves the right to revoke a permanent resident parking permit automatically if it is proven that the conditions for its issuance are no longer met.
